The logomark for the Fifth Judicial Circuit Solicitor's Office features a navy-blue numeral 5, overlaid with a coastal-blue image of Lady Justice. To the right of the logomark, the wordmark "Fifth Judicial Circuit" is displayed in navy blue, with "Solicitor's Office" in a bolder font stacked underneath it.

The Fifth Judicial Circuit Solicitor’s Office has unveiled a new visual brand identity designed to strengthen communication, increase public recognition, and present a more cohesive image across its public-facing materials

The office developed the updated identity as part of its ongoing effort to educate residents about the criminal justice system, public safety, and rehabilitative programs available in Richland and Kershaw counties.

Solicitor Byron Gipson said improving communication with the public has remained a priority since he took office.

“Since I was elected, one of my goals has been to strengthen how this office communicates with the people we serve,” Gipson said. “As a government agency, we have a responsibility to keep constituents informed about our work, case outcomes, rehabilitative programs, and the criminal justice system. This new visual brand identity gives us a foundation to continue building on that work.”

To support the project, the office welcomed Jafet Paramo as a graphic design intern in fall 2025 while he was a senior at the University of South Carolina School of Visual Art and Design. Paramo, now a USC alumnus, led the design and development of the new brand.

The internship gave Paramo hands-on experience and allowed the office to develop a comprehensive visual system in-house.

Paramo worked with office leadership to identify three core pillars guiding the office’s work: justice, trust, and community. Those principles informed every element of the new identity, including the logo, color palette, and overall visual system.

“Collaborating with Aliyah Scott, the office’s public information officer, and office leadership on the new visual brand identity gave me the opportunity to help strengthen how the office engages with the community,” Paramo said. “It was incredibly rewarding to develop a brand identity that reflects the office’s core values and to see it all come together.”

The new logo incorporates symbolic elements tied to the office’s mission and South Carolina:

  • Column of Trust — represents stability, strength, and integrity
  • Torch of Liberty — reflects truth and enlightenment
  • Crescent — anchors the design in South Carolina and the communities the office serves
  • Lady Justice — represents fairness, impartiality, and the authority of the law

The color palette draws from South Carolina’s state symbols, geography, and civic institutions across Richland and Kershaw counties, reinforcing the office’s connection to the communities it serves.

“After months of development and edits, we arrived at a final identity that was well worth the wait,” Scott said. “Working with Jafet to bring this vision to life was rewarding. The result is a stronger, more intentional brand that reflects this office’s mission and values.”

The office began rolling out the new visual identity on Aug. 10 across its digital channels and branded materials.
